It takes one to know one. You should do the first move to make friends with other people. It is simply, if you want to have a friend, then be a friend.
In order to have a friend , you need people to see you as a friend first. In effect, there will be reciprocality.
If you really want to have a good and loyal friend, then you have to be a good and loyal friend towards person.
